Description
The modelling of a mobile VMS (component name: VMS) could benefit from the following new attributes:
- remainingAccuCapacity (Minutes)
- qualityOfGpsSignal (Percent)
As there is no datatype for minutes right now, this is also a proposal to add a datatype 'Minutes'.

The requests fits in the VMS model rationale except for minute that should not be allowed as a datatype, as DATEX Model sticks to S.I. measure units.

TMG decision was to add:
remainingPowerCapacity (seconds )
qualityOfGpsSignal ( percent )
The class that was called Vms is now called VmsStatus. Added there.
