European ITS Directive and ITS Action Plan

The European ITS directive (2010/40/EU) has created an international legal fundament for the technical specifications of road side ITS and telematics systems. Many of the priority areas and services mentioned in the directive are covered by DATEX II.

Directive 2010/40/EU of the European Parliament

These services include both traffic management and traffic information as well as services addressing the hauling industry (Intelligent Truck Parking). In this respect DATEX II is one of the fundamental steps in harmonisation that must be made to reach the directive’s ambitious goals. The DATEX II Deployment Guideline has been designed to describe the specific tasks of DATEX II in the framework of the EasyWay Deployment program and the ITS directive.

The usage of DATEX II for data exchange is mentioned in Delegated Regulations for priority actions

a) Multimodal travel information

b) Real-Time Traffic Information

c) Safety Related Traffic Information

e) Safe and Secure Truck Parking Information

European profiles

The concept of profiling for DATEX II is the method to limit the options for the information transfer on an exchange link for traffic- and travel information/data, i.e. making information exchange more strict, slim and explicit. The DATEX II Profiling guide can be accessed here to find out more.

The following two European profiles are currently available. The DATEX II project is working towards producing more European profiles in the coming two years.

There are also tools available to generate and validate profiles.

3rd revision of the Terms and definitions of Safety related message sets – now available

In the Directive 2010/40/EU ("ITS Directive") the European Commission developed as Priority Action C a EU Regulation named "Data and procedures for the provision, where possible, of road safety related minimum universal traffic information free of charge to users". It defines amongst others a single list of categories of safety related traffic information to be provided without additional cost for the end user.

Thanks to the fruitful collaboration among Car2Car Communication Consortium, Data for Road Safety, DATEX II and TISA a third revision of the “Terms and definitions” has been issued on 19 February 2021. The document provides a subset of DATEX II situations, DENM and TPEG2-TEC causes and TMC Events, which shall be defined and declared as the message sets to be used for safety related messages.

Further, for the selected message sets, a correlation between the four standards DATEX II, DENM, TPEG and TMC is defined.

The outcome for this 3rd revision includes:

  • 10 new events (based on a survey to record real world events that are categorised as Safety related messages)
  • New definitions and recommendations to facilitate how these events can be expressed in the mainstream standards in use.
