Measured Data Publication: Introduce Individual Vehicle data on Individual Vehicle Measurement

As  some measurement devices are able to have information of plate or country   the information relevant to one specific vehicle could be added to IndividualVehicleDataValues by adding an aggregation from IndividualVehicleData to the Reusable Vehicle Class.. ( see attached pic )

Moreover an "anonymized" reference information could be added to these information so that the same vehicle which is driving along the road may be associated to the same  "anonymized" reference without keeping trace of real plate information as these are considered not to be known and kept by systems for privacy purposes and legislation.

Proposal: the  attached  schema introduces an extention class to keep such reference that could be better associated in the IndividualvehicleDataValues, so the proposal is to add such attribute to the IndividualVehicleDataValues Class
