It would be desirable to use the poorEnvironmentTypeEnum within a MeasuredDataPublication (specifically to distinguish between Fog/Haze/Smoke).

Currently the only way (without using model extensions) of providing this information appears to be via a SituationPublication.

To allow Alert C Location Referencing to manage encoding to several Location Table, e.g. to allow encoding to multiple contries Location Tables or several versions in the same country for different Clients using different versions of the Location Table, it should be needed to update the molteplicity of relations among

Currently the placesAtWhichApplicable attribute is only available in the networkmanagement class. That is inconvenient as the enumeration values are also very usefull in area based weatherrelated roadconditions (in region x slippery roads on bridges)
It is my proposal to move this attribute to the supplementaryPositionalDescription class in groupOfLocations

I have seen several times the need to say just "road blocked" or "exit slip road blocked". This is not possible today in DATEX because road blocked is underneath the Impact class, trafficConstrictionType attribute. Which means you have to have a situationRecord. Normally this would be the source but, if you don't know the source yet?
For road closed, which is similar, this is not a problem becuase there you can create a NetworkManagement class. 
If it is a bug or not I am not sure. 

Multiple use of ISO 19148 georeference method

The component LinearAlongLinearElement resp. PointAlongLinearElement can be attached at maximum once to the component Linear resp. Point.

But there is the need of using this container multiple times to describe the same location. In Germany, for example, there is an inter-urban georeferencing method, which can be best represented with this ISO 19148 container - in addition to some edge representation, for example.

Proposal: Change upper multiplicity for this aggreagtion from 1 to *, so that the usage of this container is not longer restricted (in each case Point and Linear).
