For some TrafficElements, it is not possible to define specific VehicleCharacteristics.
Concrete example is the safety related message "Strong winds affecting high-sided vehicles". "StrongWinds" is a PoorEnvironmentCondition (thus a TrafficElement), where you cannot attach the vehicleType "highSidedVehicle".
(Note: For Accidents and VehicleObstructions, such a link exists).
A second example would be the "numberOfVehiclesWaiting" in AbnormalTraffic, where it might be useful to specify this for the vehicleType "lorry", for example.
Proposal is to add an aggregation VehicleCharacteristics --> TrafficElement with role name "applicableForVehicles".
If a conflict with Accident or VehicleObstructions is feared, as an alternative the VehicleCharacteristics can be added to "Conditions" as well as to "AbnormalTraffic" instead.

This was included in Part 3 Enquiry 2017 and was rejected at the comment resolution meeting. The editor recorded this:
"Rejected. It could be solved by a situationrecord stating dangerous driving conditions for the required vehicletypes"
