Revise the Location referencing systems included

Description

 In the new 3.0 version the OpenLR extension should be included in the level A model. At the same time we should asses if we should keep TPEG Loc or not? My understanding is that TPEG loc is more or less decrepted and would be replaced by URL in future.

I have asked TISA to take a position on this. I am aware of developments there, but the actual status of the TPEG location referencing discussions are not clear yet.

Resolved by Germany's work in October - approved extensions promoted to core.

You should always revise your location after some time. After you have revised it then you should click resources and check them. Being double sure never hurts. You can never be too careful. It is better to be safe than sorry.
