Activity 7: C-ITS Harmonisation

Activity description

Activity 7 of the DATEX II Programme Support Action (PSA) - ‘C-ITS Harmonisation’ - focuses on the developments in the domain of Cooperative-ITS (C-ITS) and especially its effect on information provision to and from road operators transferring data via DATEX II. Where information elements are used in both domains, DATEX II and C-ITS, or targeting the same domain concepts, it is crucial that definitions are harmonised.

Different domain models already exist for traffic and travel information due to historical reasons (e.g. ALERT-C, TPEG and DATEX). However, C-ITS is an important evolutionary step for ITS on roads as it adds a new domain model based on the standardisation of vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I) and/or infrastructure-to-infrastructure (I2I) communication, and vehicle-to-pedestrian or bicycle communication ("vehicle-to-everything", V2X). Moreover, C-ITS ensures secure data and service exchange between the C-ITS stations. It has been recognised that the information provision via cooperative infrastructure leads to new requirements in order to guarantee unambiguous information provision to road-users and traffic managers.

One major task of Activity 7 is to analyse the requirements coming from C-ITS domain to DATEX II. It is intended to analyse if modifications of the DATEX II model are required and potentially determine modifications and requirements for new DATEX II elements in order to enable interoperability with C-ITS systems.

Deployment projects are currently underway in most European countries in order to roll-out the various C-ITS services. As the road operators hold and distribute essential information for infrastructure-to-vehicle services, DATEX II based data exchange systems are expected to feed data to and process data from C-ITS systems. More specifically, it deals with the incorporation of requirements of C-ITS Day 1 services into the DATEX II specifications. Thus, Activity 7 will come up with an analysis and an inventory of European DATEX II-C-ITS implementations. The analysis will take a closer look at the used DATEX II profiles, system architectures, extensions or developed mapping tables describing the transformation between DATEX II and C-ITS messages. Based on the collected requirements, it is expected to adapt the DATEX II model in order to support the data exchange on DATEX II and C-ITS interfaces.

In addition, members of activity 7 will investigate upcoming C-ITS Day 1.5 applications and derive use-cases, where DATEX II might be needed to feed data into C-ITS services as well as for publishing DATEX II information that is received from a C-ITS system.

The DATEX II community needs constant liaison with the C-ITS community in order to be able to elicit, assess and process the requirements for adaptations and new developments in DATEX II. The activity therefor fosters liaison with the relevant partners and potential new partners in the world of C-ITS.

Highlights

The signing of a collaboration Note of DATEX II and C-Roads at the European ITS Congress in Eindhoven in June 2019 paved the ground for a data collection and analysis activity with the objective to identify modification requirements of DATEX II specifications with regard to the support of Day 1 C-ITS roll-out.

Activity lead

Introductory statement:
• Michael Zangl is working as Expert for AustriaTech, a federal company owned by the Austrian Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology to promote fast technological development of the mobility system and to bring innovations into transportation. AustriaTech is active in projects across borders in the European Union working in partnership with infrastructure operators, mobility service providers, transport industry stakeholders, research facilities and authorities. Michael is engaged in the field of “interfaces and standards for data exchange” as he is involved in the implementation of the European ITS Directives, especially with regard to the DATEX II standard. Besides performing the activity lead for Activity 7, he is also task leader for the development of the Reference Advice and Validation Tool in Activity 6 of the DATEX II PSA.
